Political Crisis : President Sirisena to swear in a new coalition Government

Sri Lanka’s nine day old political stalemate will end Wednesday when President Maithripala Sirisena swears in a new coalition Government with Prime Minister, Ranil Wickremesinghe as Prime Minister.

He told his party’s Parliamentary Group that the Attorney General has advised him that the President had no power to remove the Prime Minister under the 19th Amendment to the Constitution. Hence, he appealed to his party MPs to give him one month’s time to put things right.

Sirisena said those wishing to serve in a new Cabinet could continue to do so whilst others were free to decide what they wanted to do. At the meeting Minister Susl Premajayantha revealed that he was returning files to his Ministry and packing to leave. At least two other ministers are to follow suit.

The political crisis developed after the results of the local authorities’ elections on February 11 where both the Sri Lanka Freedom Party (SLFP) and the United National Party (UNP) suffered defeats.

President Sirisena, who is the leader of the SLFP told Premier Wickremesinghe that his ministers had identified him as the main cause for defeat. This was allegedly on the grounds that it was only the UNP policies that were being pursued.

Mr Wickremesinghe, however, declined to resign saying there was no requirement for him to do so. He declared that it was only the

Parliament which was empowered to remove him.

ஜனாதிபதியுடன் பேசி கொண்டிருக்கும் போது, நாமல் கேள்வி ஒன்றை வினவியுள்ளார்.

“ஜனாதிபதி அவர்களே என்னை கைது செய்தது பரவாயில்லை.. ஏன் எனது தம்பி யோஷிதவை கைது செய்தீர்கள்...?” என வினவியுள்ளார்.

“எனக்கு தெரியாது.. அந்த அமைச்சின் அதிகாரம் என்னிடம் இல்லை. அது பிரதமரிடம் தான் உள்ளது..” என ஜனாதிபதி பதிலளித்துள்ளார்.

அந்த சம்பவம் தொடர்பில் தனக்கு ஒன்றும் தெரியாதென ஜனாதிபதி குறிப்பிட்டுள்ளார். சட்டம் மற்றும் ஒழுங்கு அமைச்சு, சாகல ரத்நாயக்கவிடமே உள்ளது. அதன் செயற்பாட்டுடன் நான் தொடர்புப்படவில்லை. அழுத்தம் பிரயோகிக்கவும் இல்லை..” என ஜனாதிபதி கூறியுள்ளார்.

நாமல் ராஜபக்ச அந்த சந்தர்ப்பத்திலேயே மஹிந்த ராஜபக்சவுக்கு அழைப்பொன்று மேற்கொண்டுள்ளார். “நான் ஜனாதிபதியுடனே உள்ளேன். யோஷிதவை கைது செய்தமைக்கும், ஜனாதிபதிக்கும் எவ்வித தொடர்பும் இல்லை என அவர் கூறினார், அனைத்தையும் அமைச்சர் சாகல ரத்நாயக்க தான் செய்துள்ளார்” என நாமல் குறிப்பிட்டுள்ளார்.

Rajapaksa calls for a general election, says Govt has lost mandate

Sri Lanka's former President at a media briefing in Colombo today has called for a snap general elections after the Sri Lanka Podujana Peramuna (SLPP)’s victory at the 2018 Local Government elections.

Rajapaksa said that the government had lost its mandate to govern and that the people must be given a chance to elect a new parliament.

Further Rajapaksa said the SLPP has made a historic victory since not a single political party in Opposition, had defeated the governing party at a local government election.

Local government polls commence under heavy security

Polling for the Local Government election began at 7.00am today at more than 13,000 polling centres across the island. The LG polls will elect members for 340 Local Government bodies under the newly implemented election system. 

The Election Commission has urged all voters to mark their respective ballot papers with an X against the selected party symbol. 

The services of more than 65,000 Police Officers, 41,000Special Task Force (STF) officers and 7,278 other officers will be utilized for the Local Government (LG) Election, the government news portal reported.

Police Spokesman, Superintendent of Police Ruwan Gunasekara said that the officers will be deployed throughout the island, for election-related duties and to maintain law and order while the election is taking place today and in the immediate aftermath of the polls. He noted that 26,840 officers will be distributed among the 13,420 election centers. Every election center will have two armed Police officers.

Furthermore, 3,225 mobile Police units with 13,552 officers will be deployed island-wide for monitoring purposes. Furthermore, 99 STF mobile units will be located in selected areas as well, he noted while 175 riot Police teams will also be deployed during this period. Gunasekara noted that 464 barricades will be constructed and will be manned by 3,248 officers.

Over 1,200 armed Police officers will be deployed at election result centers countrywide.

Highlights: Parliamentary debate on Bond Commission and PRECIFAC reports

The Parliamentary debate into the reports of the Commission of Inquiry into the Treasury Bond Issue and the Commission on Serious Fraud and Corruption commenced in Parliament this morning. Two additional dates on February 20 and 21 as well. 

Opening the debate today, Prime Minister Ranil Wickremesinghe said the Government was aiming to restructure the Central Bank through a new Finance Act. He stated that the Government had taken action regarding the Central Bank bond scandal. Evidence has been recorded, court action has been initiated and some individuals have already been arrested. Further action is also due to be taken regarding the PRECIFAC report, he added.  

Chief Opposition Whip and Janatha Vimukthi Peramuna (JVP) Leader Anura Kumara Dissanayaka insisted that his party would not support any move to turn Parliament into a court and hand down sentences such as stripping MPs of their civic rights based on contents in the report. However, he also noted that the PRECIFAC Committee had pointed out a flaw in the country’s Constitution, under which an individual, even if he or she is found guilty of corruption, would still be eligible to contest and election and be elected to office after a lapse of seven years. Stressing that those found guilty of corruption should never be allowed to be a people’s representatives, Mr Dissanayaka said that the JVP would support any Constitutional amendment that would bar corrupt individuals from seeking political office again.

The debate on the two reports itself was evidence that change has come to the country, opined State Finance Minister Eran Wickramaratne. He pointed out that there had been no investigations into allegations during the past and even the reports of Presidential Commissions which were established then were never made public. He appealed to the President to release those reports too and let the public know of their contents. The Minister further remarked that the Government should not limit itself to probing treasury bond issuances from 2008 as the Commission had recommended, but to also look further as far back as 1990.

Fisheries Minister Mahinda Amaraweera appealed to all MPs not to think along party lines but to stand against corruption. He insisted that the Presidential Commissions were not appointed to target anyone in particular. The Minister recalled that some members in the Joint Opposition dismissed the Bond Commission and openly ridiculed it when it was initially appointed, though they were now singing its praises.

Jathika Nidahas Peramuna (JNP) Leader Wimal Weerawansa claimed that losses from the treasury bond scam outweighed all acts of corruption highlighted in the PRECIFAC report. The bond scam by contrast, also applies to all segments of society unlike other alleged acts of corruption. Stating that the Government had been caught red-handed in the bond scam, he charged that it had been unable to prove any allegations it leveled against those in the Joint Opposition.

Digital era dance causes social media backlash

A “new creation” dance to be performed at the Independence Day celebrations today using laptops as a prop was changed after a backlash on social media. The laptop which was used in place of the winnowing fan (kulla) which is used in the traditional dance drew more ridicule when photographs of the “laptop dance” appeared in newspapers and were widely circulated on social media.

An Education Ministry official said that the dance will be performed at celebrations but minus the laptops.

The cultural pageant for this year’s celebrations will consist of 550 dancers, musicians and drummers.

Avant-Garde case: Court rejects Gota's petition

The Colombo High Court today rejected a petition filed by former Defence Secretary Gotabaya Rajapaksa and seven others seeking that they be released from all charges in the Avant-Garde case. 

The Bribery Commission had filed a corruption case against Mr Rajapaksa and seven others for allegedly causing a Rs.11.4 billion unlawful loss to the government when giving permission to Avant-Garde Maritime Services to operate a floating armory.

The former defence secretary and seven others had filed a revision petition in the High Court challenging the decision by the Colombo Chief Magistrate to reject preliminary objections raised by them regarding the Avant-Garde case.

Top Southeast Asian drug producer eyes Sri Lanka, Mideast expansion

PT Kalbe Farma, whose antacid drug Promag is a household name in Indonesia, is seeking a partner in Sri Lanka and eyeing the Middle East as a new market for its nutritional products, Bloomberg reported.

The pharmaceutical company, Southeast Asia’s biggest, will initially export its products to Sri Lanka before joining hands with a local company to manufacture its generic drugs, President Director Vidjongtius was quoted as saying in an interview with the publication in Jakarta on Tuesday. It’s also expanding to the Middle East after the positive response to test-marketing of its packaged coconut water, he said.

Kalbe, which started out from a garage in Jakarta five decades ago, derives about 94 percent of its sales from the local market with prescription drugs, consumer health and nutritional products. As local sales remain sluggish, the Jakarta-based company is focusing on new markets to broaden its reach beyond Southeast Asia, Vidjongtius said.

“Our focus has been Asean so far and we have been quite successful,” said Vidjongtius, who took over as the president director in June 2017. “Our ultimate mission is to develop a portfolio for the developed and more regulated countries like the U.S. and Europe. We are upgrading our quality standards to global level.”

2018 Outlook Kalbe is “more optimistic” about the outlook for sales and profit this year than in 2017 as it starts selling new products and targets more markets, Vidjongtius said. The company probably ended 2017 with revenue and profit growth of about 4 percent to 5 percent, he said, ahead of the release of its full-year audited earnings.

The outlook for Kalbe remains challenging in the short term, said Vanessa Karmajaya, an analyst at Yuanta Securities Indonesia.

“For energy drinks, the market is getting saturated due to perceived health concerns,” Karmajaya said. “Exports and imports of drugs are getting highly regulated so it would be tough for them to grow this segment. They have diversified into a new segments like dialysis and supplying medical consumables and these markets in the longer term could be positive.”

Kalbe, which gets about a third of its revenue from distribution and logistics, is open to roping in an equity partner for the unit, Vidjongtius said. The subsidiary, PT Enseval Putera Megatrading, has presence in 53 Indonesian cities and derives about 30 percent of its revenue from third parties.

UNP supporters protest over alleged assault by SLPP candidate

United National Party (UNP) supporters today (1) held a protest opposite the Suriyawewa Police Station over an incident where a UNP candidate contesting for the Suriyawewa Pradeshiya Sabha was allegedly assaulted by a candidate from the Sri Lanka Podujana Peramuna (SLPP). 

The incident had allegedly occurred yesterday when the UNP candidate had been out canvassing for votes. 

Suriyawewa Police said the suspect had been arrested and produced before the Embilipitiya Magistrate's Court.
